Textile Mills, Mill Associations & Chambers are invited to certify ‘Employees’ from Textile Mills under the Recognition of Prior Learning (RPL) program of the Pradhan Mantri Kaushal Vikas Yojana (PMKVY). This unique initiative for ‘Employers’, hereby called, Best in Class Employer (BICE) allows the certification of ‘Employees’ working in textile mills using the own resources of Textile Mills/Mill Association/Chambers, hereby called, RPL Facilitators. These resources are, namely, evaluation criteria, and ‘assessors’ which shall be their own employees.
Section A: Necessary eligibility criteria
Associations:
- Should have legal identity and should have minimum of 10 member mills
Textile Mill (‘Employer’):
- Average turnover for the last 3 financial years: 10 Crore
- Minimum years of membership with association: 2 years (applicable only if coming through association)
- Number of years of existence: 3 years
- Minimum number of employees: 100 employees
Candidate (‘Employee’):
- Should be working for minimum 1 year on the job role
Section B: Program Sailent Points:
- Allows a direct assessment of an ‘employee’ of textile mill using just the internal resources of the Association (or mill) without any direct cost to association
- Mills or association can have their own evaluation criteria and use their own employee as ‘assessor’
- Any job roles out of 87 NSQF aligned course can be considered for certification
Section C: Advantages
Case 1: Textile Mill is RPL Facilitator
- Textile Mill receives 300 per employee getting certified
- ‘Employee’ getting certified gets,
- 500 by DBT in his/her bank account
- GoI skill certificate with logo of Textile Mill
- 2 lac personal accidental insurance cover valid for three years
Case 2: Association/Chamber is RPL Facilitator
- Association/Chamber receives 300 per employee getting certified
- ‘Employee’ getting certified gets,
- 500 by DBT in his/her bank account
- GoI skill certificate with logo of Association/Chamber
- 2 lac personal accidental insurance cover valid for three years
Section D: Program Implementation
Complete implementation of the program is through the online portal and responsibility to onboard RPL Facilitators and Employee ‘Assessors’ lies with TSC.
Interested applicants may contact TSC (operations@texskill.in) with following details to take part in the program:
- Total number of eligible ‘employees’ for respective job roles
- Identified assessors for conducting assessment
Subsequently, TSC shall undertake the following:
- Orient the evaluation criteria and eligible employee ‘assessors’ as per the requirement of the program
- Create the login credentials for the RPL facilitators through which they will register & enrol employees on the online portal
- Create login credential for the ‘assessors’ nominated by RPL facilitators and to enable them to upload the results of the ‘employees’ assessed.
- Approve the result uploaded by ‘assessors’ on online portal thereby enabling the RPL Facilitator to download the Certificates using their login credentials. Downloaded certificates can then be printed and distributed among ‘employees’.
