Request for Proposals for Skill Development Programme of NBCFDC (2018-19, Phase-2)

Textile Sector Skill Council, seeks proposals from willing TPs for consideration of sanction under the second phase of Skill Development Training Programme(SDTP) scheme by  National Backward Classes Finance and Development Corporation(NBCFDC) for the year 2018-19.

You are requested to submit the proposal in the specified format latest by 14th Sept 2018.

It may kindly be noted that the following aspects will be given specific consideration while deciding the fresh round of sanctions, apart from conditions laid from time to time:-

1. The completion of the Training Programmes against the sanctions made to the TP for the year 2017-18 including final assessment of candidates, submission of utilization certificate and other required documents for release of the second and final installments of payments.

2. The progress achieved in the first round of sanctions made to the TPs for the year 2018-19 in terms of holding of selection committee Meeting, commencement of training etc.

3. The extent of coverage of aspirational districts in the current proposal.

4. The coverage of beneficiaries in the eleven clusters being developed by NBCFDC in various parts of the country.  The details of these clusters are enclosed as <Annexure-A>.

5. The extent of coverage of the most deprived sections of OBC such as poor rural artisans, persons belonging to the De-notified  Nomadic and Semi-Nomadic Tribes (DNT communities) etc.

For compliance of above, the proforma for updating the progress of training sanctioned in 2017-18 and phase-I of 2018-19 is available as <Progress 2017-18> and <Progress 2018-19> respectively.  Similarly, the numbers being specifically covered under the categories mentioned in serial number 3,4 and 5 above may be mentioned in the proforma available under <Proposal summary of physical target>.

Further to the above, as stated at points number 4 and 5 above, NBCFDC is of the firm view that skill up-gradation of practicing rural artisans, craftsmen and other persons following hereditary vocations will be most effective for their socio-economic development. There is also a need to ensure the availability of such persons for the training without unduly affecting their livelihood.  Accordingly, priority will be given to more proposals involving skill up-gradation of such groups for which the stipulated duration is 32 to 80 hours in terms of SDTP scheme of NBCFDC.

It is also requested that the latest audited financial statement of your organization be enclosed within the proposal.
